Congratulations to both you and your foreign domestic worker for a successful employment. Planning for her home leave application would be the next step after the renewal of employment with you. Do note that even if your helper is planning to go back to her country or homeland for a short holiday during her contract term, know that there are certain rules she needs to comply with to be allowed to re-enter Singapore to continue her employment with you. Immigration requirements vary from country to country and depend on factors such as the foreign domestic worker’s source country requirements, nationality and length of employment with employer.
Filipino Helper Home Leave Application Made Simple!
For Home Leave Application for Filipino Foreign Domestic Workers (FDW), the process is lengthier as there are more requirements in place.
First, register with your FDW’s Embassy to apply for a temporary exit document. Once registration is done, you will obtain an authenticated contract.
The registration process depends on your FDW’s length of employment with you. For FDWs working less than 2 years with you, the employer has to go through an agency. For FDWs working more than 2 years with you, you and your FDW will be able to process the registration yourself. In the latter case, you can make an appointment with the Philippines Embassy (along with all the required documents).
Get an Overseas Employment Certificate (OEC)
Once the contract is settled for your Filipino Maid’s Home Leave Application, the next step is obtaining an Overseas Employment Certificate (OEC) – a document that will enable your FDW to clear immigration back to the Philippines and return to Singapore after her home leave.
For this part of your Filipino Maid’s Home Leave Application, you can get the OEC online through the Balik-Manggagawa Online Processing System. Go to the Appointment Page. Select your preferred POEA office address and appointment time and schedule for the processing of your Filipino helper’s OEC and payment. After her home leave, your Filipino FDW will be required to present it to the immigration officer at her country before boarding. If she is not able to produce such a document there and then, she will be denied boarding (even if she is holding a valid Work Permit issued by MOM).
Home Leave Application for Indonesian Maids
For Home Leave application for Indonesian FDWs, the process is less tedious than that of a Filipino FDW’s home leave application.
If your Indonesian maid does not have a KPIS Card, please make an appointment with the Indonesian Embassy to bring her down, take a photo, and register for it. This is the first part of the process for your Indonesian maid’s home leave application.
The process depends on the queue time at the Indonesian Embassy and you will have to bring her down with the complete documents. Documents obtained for her home leave application should be held by your Indonesian helper. After her home leave, these documents along with your Work Permit need to be presented to the immigration officer before boarding her return flight to Singapore.
If your Indonesian FDW has a KPIS card then just ensure that she presents it to the immigration officer in her country before boarding her flight back to Singapore.
Other important things to consider before your maid goes on home leave
Please make sure that your helper’s passport has at least 6 months’ validity.
If your maid is to remain in employment with you, your insurance policy and security bond with the Ministry of Manpower will remain in effect. If your Indonesian maid or Filipino maid is overseas for a period of more than 7 days, you can then apply with MOM for a levy waiver after she has returned by submitting the necessary flight ticket and documents.
FDWs should always remember to check and take their original work permit cards and passports with them for home leave. If maids return to Singapore without their work permits, they will likely not be allowed to enter the country again. Employers should also always keep in contact and save a copy of their helpers flight itinerary for own reference. By keeping in contact with their helpers, they will be well-informed if their FDW’s flights are changed or delayed.
If your Indonesian or Filipino maid does not return to Singapore for whatever reason after her home leave, you can cancel your Indonesian or Filipino maid’s work permit and keep her itinerary details for documentary evidence so that you do not get your security bond forfeited.
While your Indonesian or Filipino maid is on home leave, you as an employer can request to defer her 6-monthly medical examination, though it is recommended that your domestic helper take the examination without delay, once she returns.
